c)Is there evidence for market failures or government failures in the provision of public services, merit goods and control of demerit goods in Sub-Saharan Africa? Discuss (30 marks) Market failure is a circumstance in which private markets do not bring about the allocation of resources that best satisfies society’s wants. Government failures are inefficiencies of the public sector. Public goods are goods that would not be provided in the free market system, because firms would not be adequately charge for them.Merit goods are goods that are deemed as necessary for consumption by the state and if left to the private sector only, such goods would be under-consumed . Demerit goods are goods and services whose consumption is considered unhealthy, degrading or otherwise socially undesirable due to the perceived negative effects on the consumers. Such goods are deemed as unnecessary for consumption by the state. Most of the countries in the Sub-Saharan Africa like Zimbabwe, Zambia and South Africa are operating under a mixed economy. A free-market on its own can’t best allocate resources in a best way that satisfies the society.Market failures would arise as the invisible hand on its own can’t provide adequately for the society. In most Sub-Saharan African countries such as Zimbabwe, Namibia and Zambia, the private sector provides education at high costs which results in the under-consumption of the good.Most Governments often provide merit goods for free but when considering Sub-Saharan African countries, this has not been in practice, for instance, public schools in Burkina Faso have since been experiencing high charges of fees. This often results in welfare loss as illustrat ed by the diagram below: Welfare loss caused by under-consumption of merit goods As shown by the diagram above, under-consumption of merit goods in Sub-Sahara Africa results in the loss of welfare of ABC. Moreover, merit goods are often provided by the state, thus, to increase consumption of merit goods, the state has to increase spending on such goods.This has been practically impossible for most Sub-Saharan African countries as they have no incentive for spending on merit goods. For instance, countries such as Somalia, Burundi and Uganda. In most Sub-Saharan African countries the invisible hand and the state have since failed to control the consumption of demerit goods. The consumption of demerit goodscan lead to negative externalities which causes a fall in social welfare. The free-market often fails to control the consumption of demerit goods as it may fail to take into account the negative externalities of consumption (social cost exceeds private cost).This may be due to imperf ect information as information is a commodity that costs to obtain. For example, methods of conveying information to customers is rather poor in Africa than in European countries. Furthermore, Governments may fail to control consumption of demerit goods due to a number of reasons. For example, the government may decide to intervene in the market for the regulation of demerit goods and impose taxes on producers or consumers. This often raises prices and may produce detrimental effects to the economy like inflation in the long-run.This may restrict government from taking such decisions . In South Africa, there has been a proposal for the ban of advertisement of alcohol but it has been a failure since many alcohol producing companies have been responsible for sponsoring most sporting activities. This is illustrated below: Output Q1 Q2 Q3 Welfare loss due to unregulated consumption of demeritsAs shown above, the social optimal level of consumption would be q3, an output that takes into account the information failure of consumers and also negative externalities. There are also some government failures in Sub-Saharan Africa. Governments are awarding subsidies to firms but this may protect inefficient firms from competition and create barriers to entry for new firms because prices are kept artificially low. Subsidies and other forms of assistance by the governments cause moral hazard. Most Sub-Saharan African countries are subsidizing firms that produce fertilizer as a way of achieving long term food securities.This causes barriers to new firms which might want to produce fertilizers, as they can’t withstand the competition due to low production costs enjoyed by the existing firms. More so, there is evidence of government failure caused by rent seeking. Most Governments in the Sub-Saharan countries are in charge of controlling natural resources. This causes barriers to entry in industries that require the use of natural resources like minerals. The government will now be a monopoly in that industry and it may fail to allocate resources in the most socially desirable manner.Most Sub-Saharan countries are still developing they are bureaucratic which is very slow in decision making. This causes most governments to be inefficient as it takes time for firms and institutions to be given the permission to produce goods and services. Such goods and services might be merit or public goods and services. For example, the decision to allow Econet in Zimbabwe was slow meaning that it would rather take long for Zimbabwean citizens to enjoy the telecommunication services to be offered by Econet.In Zimbabwe there is unfair distribution of some merit goods like education, for instance, universities or tertiary education institutions. In Manicaland there are no state universities as compared to other regions such as Mashonaland, Masvingo, Midlands and Matebeleland. Examples of such universities in the favoured regions include University of Zimbabwe, Midlands States University and others. When it comes to the government provision of public services in countries like Zimbabwe, there is an unequal distribution of such services.For instance, politicians may use funds which should be assigned to produce public services to campaign. Therefore they may increase spending on public goods and services in some regions at the expense of other regions in a bid to gain political millage in such regions. However, the governments of Sub-Saharan African countries have not completely failed to provide public services, merit goods and control of demerit but have intervened in correcting market failures. Some Sub-Saharan African countries have been successful in banning the consumption and importation of cocaine which is a harmful drug.They are also c ontrolling the consumption of other drugs like marijuana . Some governments have also been improving on the provision of public services such as road networks. For instance, roads in South Africa are better off. South Africa and Nigeria have also been subsidizing the production of merit goods like education. To solve failures such as under-consumption of merit goods such as education, the Governments of Sub-Saharan African countries can increase expenditure or spending on such services. For example, the construction of more educational institutions.In Zimbabwe, there is a current project that is running the construction of a university in Manicaland (to be named Manicaland State University). The same can also to public service expenditure by the Governments of these countries. Zimbabwe is currently undergoing the construction of a dual carriage way from Mutare to Harare. This reflects an increase in expenditure on public services. Therefore, in conclusion, there is evidence of marke t failure as reflected by Government intervention. However, the governments of Sub-Saharan African countries may also fail as discussed above.

The world is moving toward the cyber world is which internet connections are easily access and reachable for every households and businesses.This study will show how the customer community engagement behavior affects perceived benefits of the Facebook commercial brand, and user of its services and applications. We will focus on both male and female respondents who are Facebook users and fans of at last one brand on Facebook, because these people can respond to our questionnaire effectively as they already experience social-networking. The company is looking for ways to brand loyalty among customers as the brand community offers both companies and customers new ways to engage with each other.Whilst companies aim at engaging with influencing members’ perceptions, loyal customers about the brand, sharing information, and learning from and about customers (Algesheimer et al. , 2005), customers perceive value through the variety of practices that they execute offline and online (Schau et al. , 2009). Although originally, an online brand community referred to a community on the www, recently social media network has been added to companies’ marketing and brand building activities (Kaplan and Haenlein, 2010).Attracted by the great number of users of Facebook so, the creative marketing activity in Facebook brand community will draw people to participate and make the brand succeed. This study will help the firm understand more about customer engagement in the Facebook brand community. 1. 1. 2 Social Network, Facebook Over the last years, the ways people search, share information and communicate with each other has changed dramaticall y (Hennig-Thurau et al. , 2010). Social media networks such as Facebook, Twitter, or YouTube are playing a major role and are more important in business communication.The changes force the company and brand to focus on online services in order to create relationships to customers. Facebook allows companies several services to contact and communicate with their customers. Fan pages are a very interesting tool for companies to use. Usual characteristics of fans are self-identification as a fan, cultural competence, emotional engagement, co-production and auxiliary consumption (Kozinets et al. , 2010). The Internet brought the possibility to overcome geographical restrictions and also help the company build fan communities world-wide.In practice, Facebook users can be fans of a fan page by pressing the â€Å"like-button,† then it identifies that they like this brand and will present their profiles on social network. The content and information of fan page is automatically posted to the customer is Facebook news feed, and the customer can post comments on the fan page, interact with the brand, forward offers from the page as well as the interact with other community members (Jahn and Kunz. ,2012). 1. 2 Statement of problem As a social network, Facebook has affected the social life and activity of people in several ways.With its availability on many mobile devices, Facebook allows users to continuously stay in touch with friends, relatives and other connections wherever they are in the world, as long as there is access to the Internet. It can also tie people with same interests or beliefs through groups and other pages. This study will help the company to understand more how community engagement behavior in Facebook is important to the company for implementing the technique to create company brand perception and gain market share via Facebook.In addition, engaging with the brand community in different behaviors, receive different relationship benefits, for e xample entertainment, may make customers more satisfied. This assumption is based on the reasoning that customers. This study will investigate how a customer engagement behavior affects consumers perceived benefits, and assume a positive relationship between the constructs. (Gummerus et al. , 2012) 1. 3 Research objectives The research objective is to study the affects of community engagement behaviour of Facebook commercial brand on perceived benefits.The company can know more insight of customer behaviour especially the company who focuses on social network marketing activities. This study will help the company create marketing and content to their page on Facebook effectively to increase perceived benefit of the brand. * To study community engagement behaviour has a positive relationship on social benefit * To study community engagement behaviour has s positive relationship on entertainment benefit * To study community engagement behaviour has a positive relationship on economic benefit 1. Scope of research The research studied the affects of community engagement behaviour on three factors of perceived benefits. The three independent variables of perceived benefits factors are social benefit, entertainment benefit and economic benefit. The respondents of this research are male and female Facebook user in Bangkok. This research result would be advantage to the marketing department of the company who has community page of their brand on Facebook they can apply more attractive activities for their members.This study will help them to monitor their Facebook fan page effectively after they understand the fact that the brand community will help a firm draws individual customers and to create relationships with those customers, and also establishing long-term relationships. 1. 5 Limitations of research There are some limitations to this study of customer community engagement behaviours of commercial brands on Facebook. The study is limited to the engagement behavi our in a Facebook commercial brand community, while customers also engage with the brand in other ways.The limitations that need to be considered are first, self-selection of respondents affects the results which may come from inactive community users. Second, the behavioural measures were reported by the respondents themselves, and do not know that the answers are from actual behaviour or not. Finally, because the findings are based on commercial brand on Facebook page and the respondent have to be both Facebook user and commercial brand community page so this will represent only some portion of target customer of the company not the whole market 1. Significant of the study The findings in this study have several implications for social media strategies, and help the company to understand why customers participate in the Facebook brand community which is important to increasing more numbers of Facebook users to become brand community members and towards develop marketing on Faceboo k, which is lower cost than other commercial media. Firms may want to encourage and reward consumers to become more active on the site to receive maximal perceived benefits from the community (Gummerus et al. 2012). 1. 7 Definitions of Terms Fan pages the important tool on Facebook for brand communication. The company can use to integrate and interact with the customers effectively (Dholakia et al. , 2004). Community engagement behaviour is the customer behaviour that is more value than purchasing the product or service, and can be defined as a customer’s behavioural manifestations that have a focus as motivational drivers rather than purchasing by the brand or firm (van Doorn et al. , 2010).Social benefits results from interaction among the company and consumer and mention to recognition and also friendship (Gweinner et al. , 1998). Entertainment benefits is the relaxation and fun which customer perceive and could encourage community participation (Dholakia et al. , 2004). E conomic benefits refer to people joining brand communities in order to get discounts and time savings, or to take part in marketing activity campaign and competitions (Gwinner et al. , 1998). CHAPTER 2 LITERATURE REVIEW 2. Theoretical Literature Customer engagement in brand communities Customer engagement in brand communities causes the customer’s interactive experiences direct to the brand, is context-dependent, and develops consumers’ experience of brand value (Brodie et al. , 2011). Customer engagement is sometimes used to represent the highest form of loyalty (Bowden, 2009; Roberts and Alpert, 2010), but as behavioural indicator it comprises all kinds of behaviours, not only those that are characteristic of high degrees of loyalty (Libai, 2011; Narayandas, 1998).The customer engagement consists of five dimensions. First, customer engagement can be defined in a different ways depending on customer time, interest or preference this called customer’s resources. Second, it can generate in different of outcomes for the customer such as improvement in the service. Third, it can be different in scope and be momentary, for example on going behaviour or issuing a complaint. Fourth, it has various impact on the company both negative and positive impact. Fifth, customer can engage in the behaviours for specific purposes (van Doorn et al. , 2010).Consumers engage in a number of behaviours that tie their relationship with the brand. For example frequency of visit, buying behaviours, and intended behaviour which go beyond the traditional measure of the loyalty of the customer (Gummerus et al. , 2012). Perceived benefits of customer engagement in brand communities Before the existence of Web 2. 0, the customers did not consider social benefits important in an online context. They sought to experience trust benefit and special treatment benefit such as saving time and receiving special service rather than experience social benefit (Yen and Gwinner, 20 03).The previous research studied on practical benefits which included informational and instrumental benefits (Dholakia et al. , 2004) which are often achievable through a Facebook fan page set up by the company. This study is focused on social, entertainment and economic benefits which we called perceived benefits. The reasons that people use social networking site are social connections such as keeping in touch with their friends and exchanging information such as events or gossip, (Raacke and Bonds-Raacke, 2008). In similar interest, Foster et al. 2010) found the important motivation of people to participate the social network is the perceived information value from the community and the connection to their friends. The experiential value that derives the satisfaction of the customer of using online services is entertainment (Mathwick et al. , 2001; Nambisan and Baron, 2009; Nonnecke et al. , 2006). Entertainment benefit can be expected as an important more than e-commerce in a brand community context. The Facebook fan pages spend their time with the community page such as game applications (Gummerus at al. 2012). Many previous researches also show that entertainment plays an important role as shared and consumed content on social networking sites (Sheldon, 2008; LaRose et al. , 2001). Economic benefits (Gwinner et al. , 1998) mention to people connecting brand communities because they want to get discounts and time savings, or to be a part in awards and competitions. 2. 2 Related Literature Review Brand Community The companies aim to engage with the loyal customers, influencing the member to have good perception toward the brand, distributing information and earning form and about customers (Algesheimer et al. , 2005), customer perceive value from the variety of practice that they perform online and offline (Schau et al. , 2009). An online brand community referred to a community on the World Wide Web, recently social media has been added to companies†™ marketing and brand building activities (Kaplan and Haenlein, 2010). In this study, brand community is defined as a group of people who possess a particular brand or who have a strong interest in a brand, and who are active both online and offline (Muniz and O’Guinn, 2001; Jeppesen and Frederiksen, 2006).Research on brand communities found several different dimensions, including geographic concentration, social context, size, and temporality (Dholakia et al. , 2004; McAlexander et al. , 2002). Regarding the size, Dholakia et al. , (2004) found the differences between small group-based communities and big communities in terms of motivation to join the communities. Another dimension is their temporality in communities, some are unchanging and others are short-term.The temporal stability of community members can be benefit to marketers as well as longevity associates with a long-term, stable market. Finally, geographically concentrated or scattered are considered as a dimens ion of communities (Hur at el. , 2011) The keys of brand community participation are hedonic and functional. Functional goals mention to information sharing among community members, while hedonic goals lead customer to have a positive experience over the interactions among the member (Holland and Baker, 2001).Regardless of which aim is established before a participation, the effect of brand community on private lives has been growing, for example over actual product consumption and purchasing, or the formation of opinions toward products or brands (Hagel and Armstrong, 1997), since they have been changing the role performed by existing reference groups (Constant et al. , 1996). The firms have begun to use brand communities for the strategic purpose of getting closer to a specific target market segment.Members of a brand community define the outline and particular community activities by the inter-relationships between members who like the same brand, and as they share information ab out the brand (Muniz and Schau, 2005), they set up brand-centered sub-culture (Schouten and McAlexander, 1995), which could be applied for companies’ brand-building strategies. Then, the interaction between brand communities and companies is helpful for the firms to analyse customers’ characteristics and needs more accurately, so that firms can achieve long-term customer relationships at a lower cost. . 3 Summary table of findings of previous researches. There are many researchers who studied about the customer engagement, brand community, social networking, social benefit, entertainment benefit and economic benefit. Therefore, the three constructs were social benefits, economic and entertainment benefits as mediator. The dependent variables were relationship outcome, one is satisfaction and one is loyalty. The researcher adjusted the conceptual framework to study the relationship on customer engagement behaviour and perceived benefits as follows Figure 3. 2 Conceptual Framework There are three independent variables which are social benefit, entertainment benefit and economic benefit. The dependent variable of this conceptual framework is community engagement behaviour. . 3 Research hypothesis The hypotheses studies the relationship between customer engagement behaviour which is community engagement behaviour about the brand community on Facebook and perceived benefit which are social benefit, economic benefit and entertainment benefit and demonstrate that there is positive relationship of customer community engagement behaviour on perceived benefit for Facebook users in Thailand. Customer engagement in brand communitiesFrom previous studies, the researcher examined the customer behavioural engagement in a brand community relationship on perceived relationship benefits of Game Club in Facebook. For this study we will study a customer community engagement behaviour relationship on perceived relationship benefits of Facebook user in Thailand who are members of the commercial brand’s fan page. Perceived be nefits of customer engagement in brand communities From previous studies, the researcher examined the relationship benefits mediation of customer engagement on satisfaction and loyalty of Game Club in Facebook.For this study we will research the relationship of customer community engagement behaviour and perceived benefits which are social benefit, entertainment benefit and economic benefit of Facebook user in Thailand who is fan page of the commercial brand. Hence, the hypothesized model can be summarized as shown below: H1: Community engagement behaviour has a positive relationship on social benefits. H2: Community engagement behaviour has a positive relationship on entertainment benefits. H3: Community engagement behaviour has positive relationship on economic enefits. 3. 4 Operationalization of the variables CHAPTER 4 DATA ANALYSIS AND RESULT 4. 1 Method of Research The Facebook user who is a member of the fan page of the brand on Facebook is defined as a target group to distrib ute the questionnaire in order to test the hypothesis. The questionnaires are available into two methods; one is online questionnaire and second is questionnaire paper. The respondent who answered the questionnaire of this study is all Thai Facebook users and also being a fan page of commercial brand on Facebook.The questionnaire combined 4 constructs which are customer community engagement behaviour construct, social benefit construct, entertainment benefit construct and economic benefit construct and consists of 23 questions which this research applied the question from the previous study base on this research objectives. 4. 2 Source of Data This research was applied from the previous study of customer engagement on Facebook. The information was collected from 208 respondents who are Facebook users and members of a commercial brand fan page and were tested to prove the hypotheses.The researcher collected data by distributed 58 questionnaires in Siam Square, Assumption University a nd Thai Summit Tower building in Bangkok, and posted a questionnaire online for Thai Facebook users and there is 150 respondents from online questionnaire. The date duration to collect the data is 24th February 2013 to 12th March 2013. 4. 3 Research instrument The instruments for gathering the data for the research are online questionnaire and paper questionnaire.To test the hypothesis the question paper consists of varies specific questions to measure the relationship of community engagement behaviours on three perceived benefit, social benefit, economic benefit and entertainment benefit. The questionnaires consist of four constructs. The Community engagement behaviours the perceived benefit statement was measured on a Five-point Likert scale with the anchors â€Å"Strongly agree† – â€Å"Strongly disagree†. Table 4. 1 Measurement Scale 4. 4 Data Analysis In this research, there are three types of data analysis.First, this study uses descriptive analysis to ana lyse the frequency and percentage of the data in screening question and demographic information. Second, this research use reliability analysis to test the reliability of each question for dependent and independent variables. Finally, this research use inferential analysis to analyse the correlation between variables by using Pearson correlation (Bivariate). Descriptive Analysis After screening question of the questionnaire from 208 respondents there are 200 respondents who are Facebook users and be a member of brand fan page and 8 respondents who are not Facebook user.The following table shows the frequency and percentage of demographic by using descriptive analysis. Table 4. 2 Screening question Facebook user From table 4. 2 of 208 respondents, we found 200 respondents are Facebook users 96. 2% (200) and 3. 8% (8) are not Facebook user. Brand fan page on Facebook From table 4. 2, after the first screening question we got 200 respondents who are members of a brand fan page on Faceb ook. Frequency of visit fan page From the table 4. 2, the highest percentage of visits to brand fan page on Facebook of the respondents is 1-3 times per week and the lowest percentage is once a month or seldom.There are 37. 5% (75) of respondents who visit 1-3 times per week, 29. 5% (59) of visit daily, 20% (40) of 4-6 times per week, 7% (14) of 2-3 times per month and 6% (12) of once a month or seldom. There are 56. 5% (113) of female respondents and 43. 5% (87) of male respondents. The Vietnam War Essay The Vietnam War is a conflict with Vietnamese against itself, North Vietnam or the Democratic Republic of Vietnam and the National Front for the Liberation of South Vietnam, wherein the Americans got involved mistakenly and honorably. The Vietnam conflict with America is included in the Second Indochina dated 1954-1975 that grew out from the long conflict between France and Vietnam. (see Wikipedia) It is widely reflected in history and media that America lost this war because of the guerilla movement in Vietnam. (see Global Issues)   It is also believed that America lost this war due to the contribution of media that is against it. (see Global Issues) Actually, Vietnam approached US for assistance in building a nation from the Second Word War and mainly from French imperialism to achieved control for South Vietnam. (see Global Issues) It is believed that US supported Vietnam’s independence and determination. But then, US turned down the assistance that is why they turned to the other superpower at that time, the Soviet Union. (see Global Issues) Ho Chi Minh, communist leader, appealed to President Truman for assistance because Vietnamese wanted to pattern their constitution with the American government. (see Global Issues) But America declined to support their freedom and instead allied with the French. Vietnam was then forced to turn to China and the Soviet Union. (see Global Issues) United States is believed to give support to South Vietnam. They deployed personnel and US military advisers in 1956 to be responsible for training the army of South Vietnam. (see Global Issues) President Nixon purpose was to strengthen South Vietnam. US declined to support North Vietnam due to their communist belief to which US is not partaking. They came to aid the regime in the South who were said to be attacked by the North Vietnamese. (see Global Issues) The opposition said that America really lost the war. It is included in the criticism of the media. There are two most influential beliefs on why America lost this war. First, media undermined the military and political effort through media coverage, especially on television, in America. (see Global Issues) Second is that most of the journalists and broadcasters were against the war. It is on the whole of American media which resulted that war is a â€Å"failed crusade.† (see Global Issues) It has been reported that South Vietnamese had taken up arms to defend their villages and homeland. The North Vietnam Government was not recognized by the United States and the reason why US declined to assist because it is believe to be â€Å"improper† to acknowledge such correspondence. (see Global Issues) During the war, it is believed that it was the time where US dispatched its greatest ever land army and even offered the French two atomic bombs to use prior to its defeat in 1954. (see Global Issues) They pursued military strategies designed for people to abandon homes like usage of chemicals. Millions of people were killed and maimed, some were Americans and the rest are Vietnamese. The agreement to end the war included $3.25 billion of grant aid for 5 years to which was never paid. (see Global Issues) It is supposed to be for the postwar reconstruction but Vietnam did not reveal all the prisoners of the war who were supposedly part of the deal to aid. (see Global Issues) This is a tragic issue for Americans who have been unaware of the fate of their loved ones. (see Global Issues) The Vietnam conflict with the intervention of America is not really a war between the two countries. It is said that America lost this war. But America did not really lose it because in the first place, America was there to become an ally and just to support South Vietnamese for their fight against aggression from the North. Ineffectiveness is a more appropriate term. The way that Americans implemented their policy is ineffective in this conflict. America’s main goal is to unite Vietnam into one state. (see Global Issues) America failed to achieve that goal. The conflict highlighted more on the Cold War ideological battle. It reported and portrayed on the killings and tragedies that happened in the War. It focused more on the bad mistake. The good intentions were rarely questioned and carried out poorly. The media made coverage of America in an extremely one-sided story. (see Global Issues) It resulted to inaccurate reporting because only fragments were told. They mainly focused on the nature of the war. The atrocity of the war were mistakenly branded and blundered. Americans are on the side of South Vietnam that opposed the aggression from the communist, the North Vietnam. What really happened in this war was â€Å"internal aggression.† (see Global Issues) Wherein they invaded and attacked their own country and people. But then there were confusion on who really were â€Å"allies† on this war. The non-communist South Vietnam was said to be invaded by the communist, North Vietnam. (see Global Issues) United States therefore came to the side of the â€Å"democratic† regime in the South. But it was reported untrue. It is because Ho Chi Minh sent regular forces to assist the American attacks. (see Global Issues) He was persuaded to send regular armies to support the South in their opposition to American invasion. (see Global Issues) America lost the war in Vietnam. But millions of acres of forest were destroyed through herbicides poisoning, millions of people were slaughtered, rice fields were left with spots of bomb craters after â€Å"winning† its freedom. It is believed that in a war, no one really win or lose. Though they achieved what they are fighting for, they lose a great deal as well. Vietnam might have the independence and freedom they wanted but it caused them a lot before they achieved it. In contrast, America is still one of the most powerful countries in the world. They still aid and support other countries. But what is the measurement of victory? Is it shown in wealth or material possessions? Or is it measured by power? Or achieving what we really wanted though nothing was left afterwards? Winning does not end or achieve from a certain period of time. Victorious winning is seen on how you live after or if you were able to cope up with life after the battle. Fighting for what you desire and achieving it is a great reward for winning. On the process of achieving for these goals, you may lose some, but gain some as well. It really doesn’t matter if Vietnam conflict is a Winnable War. What matters most is the lesson learned from this war. The experiences happened, whether good or bad. Making things better and hoping that none of this will happen again in the future. To be able to have a peaceful world that can only be attained if we will not let selfishness rule over us. Most people believed that US lost the war. But Vietnam was destroyed to its core where it could be a pool of hope for the next generation and development option in Asia. The topic focuses on the grieving of children specifically because of the observation that their bereavement often coincides with issues relating to their natural growth and development. In order to add substantial information on the literature on childrens bereavement, the authors conducted a study that would determine how a 6-week hippotherapy program would work on grieving children. They sought to determine how stakeholders, such as the parents, children, and adult volunteer would perceive the program (Glazer, Clark Stein, 2004). The study involved a 6-week program where selected children with ages 4 to 14 stayed at the Buckeye Ranch for sessions that taught them how to ride horses. Each session ended with the children telling the things they learned for that session. The parents and adult volunteers were also asked to reflect on their perception of the therapeutic riding session. The authors found positive results from the study, consisting of increased confidence, self-esteem, and trust among the children. The children also gained communication skills as a result of the study. Finally, both guardians and parents found the riding therapy as a positive experience. Thus, they concluded that riding therapy is a good way for finding expression of grief. 2. Andrews, C. R. Marotta, S. A. (2005). Spirituality and Coping Among Grieving Children: A Preliminary Study. The authors of this paper, however, note that literature on grieving mostly focus on adults coping mechanisms. Particularly, literature on adult bereavement focuses on religious practices and spiritual beliefs as effective coping mechanisms. Therefore, the authors aimed to extrapolate from such literature and attempt to apply major themes among grieving children (Andrews Marotta, 2005). The authors completed a sample size of 6 children between the ages of 4 and 9, coming from various institutions. All participants experienced death within the family in the past 18 months before the period of the study. Parents consent was secured from each participant. During the 3-month study period, children, parents, and main caregivers were given semistructured interviews. Such interviews led to qualitative data. There were also check-in sessions conducted every month. The study utilized a phenomenological approach so that specific aspect so f bereavement could surface (Andrews Marotta, 2005). The authors found that children’s grief are not necessarily similar to that of adults. Children grieve repeatedly as they go from one developmental stage to the next. Certain objects or mechanisms were also found to have been effective in dealing with the grief of children, such as puppets, games, bibliotherapy, and drawings. It also aims to derive implications for treatment based on the study (Abeles, Victor Delano-Wood, 2004). The methodology involved a simple review of literature, both on theoretical and empirical levels, on the topic of death and bereavement. Based on such literature review, the authors suggested individual or play therapy, psychoeducation, and different interventions as treatment options for grief. The authors formulated one questionnaire that consisted of several scales that measure bereavement, religiosity, and death anxiety. More specifically, this study aimed to analyze experiences of children who grieved the death of a relative and a classmate. These aims result from the belief that grief is affected by the level of support received by bereaved children (Papadatou, Metallinou, Hatzichristou Pavlidi, 2002). The authors selected participating population by applying a specific criterion on a list of Greek schools provided by the Ministry of Education, National Statistical Service. This article aims to describe strategies and techniques that address childhood traumatic grief in order to how clinicians how to address youth experiencing such condition. These strategies use themes such as abandonment and attachment (Crenshaw, 2005). This article’s methodology consisted mainly in reviewing and describing various techniques and strategies used in dealing with grieving children. The authors then analyzed how such techniques helped children with their bereavement (Crenshaw, 2005). The strategies described in this article illustrate how themes such as facing unknown dangers and leaving behind loved ones and family help children cope with loss and address unresolved issues (Crenshaw, 2005). The Politics Of Secularism In India Secularism in India has always been more of a political than a philosophical phenomenon. Secularism may be one of the basic features of the Preamble but its validity as one of the basic features of the Constitution and its practicability in Indian society is questionable. There is an increasing use of religion in the social construction of ethnic and communal identity which is made the basis for the articulation of common economic interests and political mobilization. There is also the construction of a pan Indian Hindu consciousness that cuts across caste and regional divisions. While secularism has been integral to Indias democracy for more than 50 years, its limitations implementations are indeed matters of acrimonious debate even to this day. Discussions on the place of religious community in Indian society have turned on the opposition of secularism communalism and of modernity tradition. Secularism is unalterably linked with modernity, but the ideal of equal respect for all religions has not been translated into social reality, and the end result is something termed as pseudo-secularism. Modernity was characterized by the emergence of public, civic and privatized religious entities, concepts of a liberal democracy and a nation state, and the secularized individual who is unfettered by ascriptive identities. But such a trajectory of human development and social transformation required an understanding of humanity that was fundamentally ahistorical. Both the Round Table Conferences as well as the Constituent Assembly Debates struggled with the dilemma of formulating a liberal democracy for people who had historically been represented, and in turn came to represent themselves, as determined by the ascriptive identities of sect and caste.  [1]  Whenever critiquing secularism, the question of caste has always been sidelined by the preoccupation with religion. But the politics of secularism in India is integrally reliant and revolves around the co-optation of untouchables into an upper caste Hindu identity. The crucial fact that needs to be clarified is that, rather th an being distinct from the categories of community and caste, nationalism and communalism, liberalism and democracy, Indian secularism emerged as the nexus of all of these.  [2]   The Indian Constitution has spelt out several provisions regarding the secular state even before the term secularism was introduced into the Preamble of the Constitution in 1976. Articles 14, 15, 16, 25, 26, 27, 28, 29, 30, 325 all incorporate the principles of 1. Freedom of religion to individuals as well as to religions. 2. Equality of citizenship and no discrimination on grounds of religion. 3. Separation of State from religion. It is evident that the intention of the Constitution is neither to oppose religion nor to promote a rationalization of culture, but merely to maintain the neutrality and impartiality of the state in matters of religion. The 42nd Constitutional Amendment Act of 1976 stated that Secular means a republic in which there is equal respect for all religions, but the Supreme Court of India has been interpreting secularism in the Constitution differently over the years in its various judgments. To examine the vicissitudes of the Indian experiment with secularism, one needs to understand that there is a dichotomy in Indian society- Firstly, the political society comprising parties, movements, non party political formations which channelise popular demands through a form of mobilization termed as democracy- and secondly the civil society for whom the affirmation of secularism has been through the state and its institutions, schools, universities and the English media. In Indian society, the merits of secularism have been familiarized only by the academy and intellectual circles (civil society) whereas Hindu communal history has pervaded the streets and common sense (political society).  [3]   The relations between state, society and religion are not well defined, personal laws vary with religious communities, the precarious position of religious minorities, the affiliations of political formations with religious fundamentalists, increasing importance of the Hindu and more importantly the Hindutva philosophies pose severe challenges to the success and future of secularism in India.  [4]  It must be conceded that secularism in India today is too politicized and statist acting as an ideology of the state and an instrument of power. It is necessary to find ways to depoliticize secularism and to move it further into the domain of civil society. The project will put forward and comparatively analyze both the Gandhian and Nehruvian approaches to understanding secularism, the way secularism has been interpreted by the judiciary at times even contravening constitutional provisions, and finally the researcher will attempt to discuss whether a coexistence of democracy and secularism can be successful in a diverse and plural society like that of ours. Through the research paper, the researcher attempts to advocate the following: Secular means a Republic in which there is equal respect for all religions In the light of this remark, comparatively analyze the Nehruvian and the Gandhian understanding of the concept of secularism? Referring to the Constituent Assembly Debates 1946-1950, and landmark Supreme Court Cases, discuss the changing perceptions to the concept of secularism and whether such decisions have been a reflection of the Nehruvian or the Gandhian understanding? Can Secularism in India survive the functioning of democracy where the will of the majority is imposed on the minority and their consent is gained by a mere strength in numbers? Chapter 1. Secularism: Nehruvian Understanding Vs. Gandhian Understanding. Religion, Nehru wrote to Gandhi in 1933, is not familiar ground for me, as I have grown older I have definitely drifted away from it. I have something else in its place, something older than just intellect and reason, which gives me strength and hope. Apart from this indefinable and indefinite urge, which may just have a tinge of religion in it yet is wholly different from it, I have grown entirely to rely on the workings of the mind. Perhaps they are weak supports to rely upon, but, search as I will, I can see no better ones  [5]   Gandhis use of the term secular in relation to the state is such as may, in contemporary political discourse, be described as Nehruvian.Likewise, Nehrus positions on the definition of the Indian nation are the same as Gandhis.  [6]  That is, Gandhi does not attach any meaning to the term secular that would have been unacceptable to or unintelligible to Nehru.  [7]  Both possessed a remarkable steadfastness of faith. Even though they had strong mutual synergies on vital issues, nonetheless there was a creative tension in the Gandhi-Nehru relationship.  [8]  Gandhi and Nehru had differences. Gandhis religiosity and non violent principles was not shared by Nehru. Although he opposed the concept of theocratic statehood, Gandhi strongly advocated the importance of religious ethics in political practice. Perhaps no single leader has succeeded to the same extent as Gandhi in terms of effectively appealing to the Indian masses from all walks of life.  [9]   Gandhi expressed the opinion that the state should undoubtedly be secular.  [10]  It could never promote denominational education out of public funds. Everyone living in it should be entitled to profess his religion without hindrance, so long as the citizen obeyed the common law of the land. There should be no interference with missionary effort, but no mission could enjoy the patronage of the state as it did during the foreign regime.  [11]  This understanding came subsequently to be reflected in Articles 25, 26 and 27 of the Constitution. . In the last years of Gandhis life, a withdrawal from the political sphere to that of private moral experimentation is evident. . Unlike Gandhi, Nehru was hurled into the ruckus of politics, in command of a state, the most powerful structured concentration of modern instrumental reason that exists. He subjected Gandhis principle to scrutiny could the principle of non-violence make sense in politics, where governments are notoriously based on violence which is indeed the very lifeblood of the modern state. Nehruvian secularism was characterized by an equal contempt for all religions. Secularism as an element of modernity, required therefore a non-discriminatory rejection of all religions and all religiosity from public, as distinct from private, affirmation. Nehru was neither irreligious nor antireligious but his approach to religion was influenced by 3 basic assumptions of humanist liberal tradition- individualism, rationalism and universalism. Nehrus secularism meant freedom of religion and conscience, including freedom for those who have no religion, subject only to their not interfering with the basic con ceptions of our state. Nehru envisaged for India a secularist programme that gave religion little role in national affairs. Nehrus political wisdom was based on a theory of democracy, socialism, secularism and non-alignment. His strategy lay in an all-out attack on those forces that threatened disunity: provincialism, separatism, communalism and above all casteism. He could claim credit for making democratic secularism Indias pathway to the modern world. In his opinion Indias encounter with the Wests humanism, skepticism, and its ascendant science and technology, demanded a radical evaluation of all that India knew and was, and in that effort Indias outstanding religious heritage must correspondingly bear the strain of the encounter because in the final analysis the encounter of civilizations is a matter of spiritual discernment and active exchange.  [12]  Nehru was acutely aware and reflected expansively on the meaning of religion in the history of Indian civilization, but interestingly he was far from attempting a philosophy of religion but talked about religion in an anecdotal fashion, allowing others to distil from his remarks a refined Nehruvian theory of religion.  [13]   To summarise, analogous to post modernitys concern with immediacy and the present-Gandhi was a relentless explorer of immediacy- immediate needs, immediate means, immediate ends. In a very short span of time Gandhi introduced new themes in Indian politics with mass effect. But throughout his long career as a political thinker and activist, Gandhi encountered the dilemma of either remaining faithful to his non-violent principles and risking the failure of the Indian nationalist movement, or focusing at the seizure of political power at the expense of his moral message. Nehrus writings reveal full awareness on his part of the need to strengthen nationalism and democracy in a multireligious society characterized by arrested development while his style of functioning is an acknowledgement of the limitations under which he had to work.  [14]  A point that deserves mention is that Nehru did not intervene even once in the discussions on the clauses related to religious freedom in the constitution assembly debates. An in depth analysis of Nehruvian philosophy reflects his strong belief that the crucial choice for society is not between a fixed present and a proposed innovation, but more importantly it is concerned with an uncritical abandonment and structural engagement. The essence of Nehruvian philosophy lies in his intellectual and political understanding, in his struggles trying to base public life on a reasoned morality.  [15]  When dwelling on the thought provoking question of whether secularism has a future in India or not, the Nehruvian analysis regarding the parallel streams of the material and the spiritual which he identified as the fundamental matrix of life, for persons and civilizations alike, seems particularly relevant even to this day. Chapter 2. Secularism: Constituent Assembly Debates Landmark Cases. Constituent Assembly Debates [1946-50]: A look into the Constituent Assemblys debates clearly reveals that the general understanding amongst members of the assembly was that India was to be a secular state. They have emphasized the secular foundation of the Indian state. They also declare that secularism as adopted in the Indian constitution is not an anti-religious concept; rather it prevents discrimination against the citizens on the basis of religion. According to H V Kamath, When I say that a state should not identify itself with any particular religion, I do not mean that a state should be anti-religious or irreligious. India would be a secular state but according to me a secular state is neither a godless state nor an irreligious nor an anti-religious state. During the debate in the Constituent Assembly, Prime Minister Nehru declared that secularism was an ideal to be achieved and that the establishment of a secular state was an act of faith  [16]  . It is unfortunate that he failed to identify what faith the faith that he was referring to actually meant and in an unfortunate turn of events and circumstances it has been progressively interpreted by the courts to mean the Hindu faith. The dominant position on secularism that a democratic Constitution find place for religion as a way of life for most Indians triumphed over those who wished for the Assembly to grant only a narrow right to religious freedom, or to make the uniform civil code a fundamental right.  [17]   The crucial questions that arose by way of discussions in these debates were: Was a state secular only when it stayed strictly away from religion, and could such a secular state survive only if society was secularised as well? Did a state that equally respected all religions best capture the meaning of secularism in the Indian context? How could a democratic state represent a religious majority at the expense of the rights and liberties of a minority? The issue of religious freedom and secularism was discussed in the light of three alternative theoretical positions: The no-concern theory of secularism saw a definite line of separation between religion and state. Given the principles of religious liberty and freedom of expression, it was up to the individual to decide whether to be a believer or not, or to adhere to this religion or that.  [18]  Based on a doctrine of intolerance it confined religion to the private realm. This approach led to a conception of a secular state as one that stays away from religion per se. India was engaged in creating a modern nation state and in this enterprise, religion which seemed to be an obscurantist and divisive force, had no place. The second position was that no links between the state and religion should be permitted, not because it would weaken the state, but it would demean religion. Religion could not be made subject to the whims of changing majorities by allowing the democratic state to intervene in religious affairs.  [19]   The third position termed as the equal respect theory began with the principle of religious liberty, but held that in a society like India where religion is integrally related to the lives of the people, the state should not stay away from all religions equally but that it respects all religions alike. Thus it is evident the in these Constituent Assembly Debates the main issues of contention were: Whether the right to religious freedom should be the right to religious worship or to religious practice; Whether the state should recognise only linguistic minorities or religious minorities as well; The dispute over the Uniform Civil Code, over political reservation of religious minorities; Whether there should be religious instruction in state-aided schools. What is finally reflected in the articles of the constitution is a broad definition of the right to religion as the right to religious practice, but nonetheless there were no political safeguards for the religious minorities. Landmark Cases In Sardar Taheruddin Syedna Sahib v. State of Bombay  [20]  , the apex court claimed that Art. 25 26 serve to emphasize the secular nature of the Indian democracy which the founding fathers considered to be the very basis of the Constitution. Although in Kesavananda Bharati case, it was declared that secularism was a part of the Basic Structure of the Constitution, but interestingly a year later in St. Xaviers College Society v. State of Gujarat  [21]  , Supreme Court ruled that it was only by implication that the Constitution envisaged a Secular State.  [22]  For the first time there seemed to be an apparent contradiction between the judicially constructed concept of secularism and that in the text of the Constitution. In 1976 the court adopted a more philosophical and utilitarian approach in the Ziyauddin Bukhari  [23]  case. In the S.R. Bommai  [24]  case it was reasserted that secularism was a part of the Basic Structure and that it was based on principles of accommodation and tolerance. Herein what is evident is a euphemistic approach an espousal of a soft secularism.  [25]  In this case it was ruled that The State has the duty to ensure secularism by duty or by executive order. It is the duty of the court to bring every errant political party in line if it goes against secular ideals like casteism and religious antagonisms Jus. Ramaswamy. The State has the power to legislate on religion including personal laws under Art.44 and secular affairs of places of worship Jus. Jeevan Reddy. If a political party indirectly espouses a religious cause, it will be considered unconstitutional Jus. Agrawal. It is interesting to note that the Court withdrew from most of these commitments in the subsequent years. In the Ramjanmabhoomi case, the court went on to elaborate on secularism in terms of Indian scriptures thereby going back to the Gandhian Sarva Dharma Sambhava tolerance of all religions. In resorting to religious scriptures the court seems to have rejected the western concept of secularism of separation of church and state as propounded in S.R. Bommai case and has gone back to initial approach of equating secularism with tolerance and the fact that state has the power to take over any religious place.  [26]   Lastly with reference to the latest Hindutva judgements  [27]  the court enunciated, contrary to the Bommai decision that a speech with a secular stance alleging discrimination against any particular religion cannot be treated as an appeal on the ground of religion . Moreover the court seemed to have conveniently shifted its stance to uphold the constitutional duty to get political parties in line with secularism and most importantly it equated Hinduism and Hindutva with Indianisation and are not to be construed in a narrow sense. Thus what is clearly evident is the lack of consistency in these abovementioned Court decisions. The court has mostly stuck to secularism not being a wall between the church and the state but a sense of toleration between people of different religions. There have been frequent deviations from the Bommai decision, but it seems that the Ramjanmabhoomi case encapsulates the essence of Indian secularism toleration based on tradition. The Hindutva judgements reassert the recognition and increasing importance of the essential Hindu identity of tradition.  [28]   Clearly the judiciary in India is a significant site where contests under the banner of secularism have been taking place over the last sixty odd years. Though landmark judgements of the apex court of the nation has been interpreting secularism in the Constitution differently over the years in its various judgments  [29]  reiterating the fact that secularism is a part of the basic structure of the Constitution and that secularism involves liberty of thought, expression, belief, faith and worship, even though secularism as a term appears in very few Supreme Court judgements yet it is evident that a crisis of secularism indeed exists in the worlds largest and most fractious democracy. With reference to the Constituent Assembly debates and the landmark cases the following interesting observations can be deduced: When discussing the concept of religious freedom in the Debates, there arose a paradox- it is precisely some of the advocates of a broad right to religious freedom who were also the most vociferous opponents of any political rights for religious minorities. The no-concern and equal-respect positions on secularism clashed constantly during the debates in the Constituent Assembly as the question of secularism cropped up in discussions about innumerable articles. The distinction between tolerance and secularism has never been made by the Indian judiciary. The apex court conveniently avoids exact direct mention of the word secular in its various prior judgements eg. Kesavananda Bharati case. A valid argument could be that the Supreme Court has not directly addressed the issue of secularism for the simple adjectival reason that it is a thorny issue with also the Constitution being suitably ambiguous would never permit a justifiable interpretation. The interpretation by the court reflects the interpretation of the Constitution which society is more likely to accept. As opposed to the prior cases such as Kesavananda Bharati and S.R.Bommai , post the Hindutva cases, the line of thinking of the Court has gradually been inclined towards secularism being tolerance based on tradition but the interpretation of tolerance is more in terms of grudging accommodation than wholehearted notions of acceptance. What is most extraordinary about the courts reasoning, from a strictly legal point of view, is that it can draw such an unequivocal conclusion as to the meaning of Hindutva without having cited virtually any authorities-judicial or otherwise in its support. Even when the apex court has addressed the issue of secularism it has not been uniform in its judgements. On the one hand it has effectively legitimized the Hindu Rights understanding of secularism and supported its nonsecular agenda, but on the other hand it has also in no uncertain terms condemned the practices of several members of the Hindu Right. Thus the decision given by the court in the Hindutva cases is a contradictory one, wherein it has both condemned as well as condemned the Hindu Right. Chapter 3. Secularism Democracy: A Misunderstood Relation. Sixty years ago, 565 princely states and 13 British-ruled states became united into one sovereign nation, with a secular democracy as its Constitutions primary guiding principle. In our country, eight major religious communities co-exist ,namely the Hindus(82%), Muslims(12.12%), Christians(2.6%), Sikhs(2%), Buddhists(0.7%), Jains(0.4%), Parsis(0.3%) and Jews(0.1%). The single-most defining element of the Indian democracy is the acceptance of all religions in the nations Constitution, granting explicit freedom to all its citizens and residents to practice their faiths without violating the others right to do so. It is from this explicit freedom that citizens experience other freedoms necessary to realize their lives. In stark contrast to some 90 percent of Asian nations, the Middle East, Africa and Latin America, India guarantees that right. A state that arises from democracy need not be strictly secular. Democracies are perfectly capable of giving an important role to religion in the affairs of the state. It is the problem of aggregation that is of utmost importance. A democratic state will tend to reflect in its own makeup the complexity of the individuals it represents.  [30]   The challenge facing the theorists of Indian secularism is therefore to devise an answer to the problem of intolerant religions. If one or more religions in a pluralistic society preach their unwillingness to co-exist with the others, and insist on religion as the unitary framework for individual, society, and state, how do we define a secular regime for such societies? No viable model of secularism can be built on terms defined by any one religious group even if it is the majority community, especially so since its mode of toleration has historically included absorption, subjugation and marginalisation of religious minorities. The Indian democracy provides mechanisms, available in a secular democracy, to temper extremism and intolerance inherent in most religions; it leads diverse religious communities, especially the Hindu majority, to accept that the well being of all human beings consists in respecting the others religious and civil rights, particularly that of minorities. Many critics  [31]  reject secularism as radically alien to Indian culture and tradition and advocate a return to genuine religion and the indigenous traditions of religious tolerance as the best means to preserve a pluralist and multireligious Indian society. On the contrary Nehruvian theory suggests that democracy would have never been possible in a non-secular India. Nehru claims that if democracy requires a minimum consensus about the basic values and institutions of society and the rules of the political game, then such a consensus could not have been built on a religious basis in a pluralist nation like India.  [32]  This fact is clearly reflected in the failure and subsequent removal of the communal electorate system in the wake of Indias independence. Whether India is a sufficiently secular state and whether circumstances are favourable for the survival of secularism depends ultimately upon the readiness and ability of its people to maintain an autonomous political community. The challenges of casteism, communalism and religious fundamentalism involving separatism in India are the major threats to our Secular state. They weaken the working and stability of our democratic secular Federal state and militate against the basic principles governing our national life and providing means to our new identity. Communal riots and caste carnage has to stop if India has to emerge as a secular and democratic polity. Large-scale communal riots broke out in India after the demolition of Babri Masjid by the Sangh Parivar in Ayodhya . Both Hindus and Muslims were killed in the communal backlash that followed. The attacks on Christians in Orissa and Gujarat made headlines in electronic and print media. The grouse of the Sangh Parivar is that the Muslims had demolished their temples, humiliated Hindus during Muslim rule and partitioned India and thus justified their animosity and attacks on Muslims. The Godhra and Post-Godhra incidents pointed to the absence of political sanity in Gujarat. Nothing could represent a more provocative insult to the national commitment to communal harmony and pluralist co-existence than Narendra Modis repeated taunts of the Muslim minority people of his own state, his insinuations that they are susceptible to the supposedly adventurous designs of Pakistan and his final desperate suggestion that if the opposition Congress wins the election, it would represent a victory for Pakistan. The terrorist attack on Indian Parliament on December 13,2001, was unprecedented not only in the history of India but also in the annals of democracy in the world. It manifests utter disregard and contempt for parliamentary democracy by Pakistan which only can boast of a military democracy. Thus it is evident that during the last 60 years of independence, India has witnessed both successes and failures in running the secular democratic processes. It has evolved a lasting secular constitution, a viable political system and a functional federal secular polity and with strong democratic traditions on the one hand, but on the other hand it has also garnered several communal riots and caste wars. However, it is politics, which proved to be divisive and not religion.
